I called Kroger's (they own Foods Co. here in northern California) and was given their coupon policy, but was told not to publish it. If you would like to get your own copy sent to you, by email, call 1-800-576-4377 and use the #5 option to reach customer service.
On that same call I was told you could request a "Rewards" card that you can load digital coupons too online and use at Foods Co. The card can be requested by going to one of their other family of stores site here.
